These are the proceedings of the TC1.3 International Seminar (2005), organised jointly by PIARC and by TC1.3 Performance of road administrations and the General Directorate for Roads and Motorways of Poland (GDDKiA). The title of the seminar was 'Good Governance, Institutional integrity and Human Resources Management for Road Administration'. The main themes of the talks, given by speakers from around the world, were: 'Governance and Structure', 'Fighting corruption in the road sector', and 'Human resources management'.
